LITERATURE BACKGROUND
Now-a-days there is increasing development of web-based information systems for social and organizational sectors. Web-based information systems based on web technologies which shares different types of Internet Protocol and plays an important role. Information gathering, storing, collecting and communicating data from different sources and spread information at a glance. The speed and efficiency of web-based information system which includes both local and global networks, databases and different types of program for information processing makes social an organizational life easier for people. The web-based applications maintain operations of management. Such applications helps to integrate quality management processes, life cycle of organizational goal, implementing and sharing production plan. This web-based technology has an impact on social relation, social behavior and various organization issues. (4:2013)
Web-based information system is an information system which uses Internet web technologies for delivering information and services to users. This technology is a software system and is used to publish and maintain data by hypertext principle. Web-based information system is the combination of one or more web applications, specific functionality-oriented components. Basically in this type of information system web browser is used as a front end and all the databases are used as a back end. (4:2013)

Barua et al. (6:2004) report that online informational capabilities lead to better financial performance and Santhanam and Hartono (7:2003) find that superior IT capability is associated with improved performance. The received wisdom on IT business value can thus be summarized as follows: if the right IT is applied in the right way, improved business performance will result, conditional upon appropriate complementary investments in workplace practices and organizational structures and shaped by the competitive environment (Melville et al., 8:2004). Electronic Commerce Act 200, R.A No. 8792, Part I, Section 2 states that: The State recognizes the vital role of information and communications technology (ICT) in nation-building; the need to create an information-friendly environment which supports and ensures the availability, diversity and affordability of ICT products and services. Interest in electronic commerce is at an all-time high and companies have been forced to deal with the changes brought about by the new economy. In order for the company to compete in the new world today they must have to engage in the new technology.
